This is a guiding system for your torpedoes. If your opponent is decloaked, your torpedoes will head straight for them. But be careful, if you have already destroyed your opponent your torpedoes will head for the station (if you have a station.)
The problem with this improvement is that you can only hold half as many torpedoes as normal.
